Our Board of Trustees
Graceanne Talarico
GraceAnne has served on the board for the past 13 years in various positions, including member, secretary, and treasurer.
She is a licensed mental health therapist and has been a tireless advocate for over 25 years. Her knowledge and guidance are invaluable to FBSA.
She is a past member of the Ocean Township Board of Education and a current councilwoman for the Township of Ocean.
Isa Fowler
I joined the Board of Directors due to my experiences within the Children System of Care as a Licensed NJ Foster Parent. I wanted to be part of an organization that works to help families and caregivers of children within the community, especially those living within the system of care.
Isa is a commercial real estate broker. She is also a board member for Official Liverpool Supporters Club - Jersey Shore
Tiffany Miller
Tiffany is a Licensed Professional Counselor. She graduated from Monmouth University with her BSW and went on to obtain her Post Masters in Psychological Counseling.
Tiffany started her career as a rape care advocate supporting survivors of sexual violence and as a case manager supporting at risk youth through NJ's Children's System of Care.
Tiffany has held certifications in the areas Rape Care, Brain Injury, and as a Psychiatric Screener. In 2022, Tiffany was appointed to Senator Gopal's mental health committee. The role of the committee was to make recommendations for legislation related to school based mental health services.
Tiffany brings with her 19 years of advocacy, community activism, and outreach, as well as a passion for serving our community’s most vulnerable.
She is a member of the Eatontown Green Team. Previously she served as a volunteer member of the Eatontown Board of Education and the Board of Trustees for The NJ Coalition Against Human Trafficking. Tiffany has served on the board of Family Based Services Association of Monmouth County since 2019.

Eric Houghtaling
Eric worked as a union electrician for Local 400 International Brotherhood of Electrical Workers (IBEW). He was the mayor of Neptune in 2013 and from 2016-2021 served as an Assemblymember for District 11. He was also the President and District Administrator for Neptune Little League.
Eric continues to be involved with Local 400 IBEW’s apprentice program, as a recruiter and outreach coordinator. He also volunteers for Meals on Wheels and is a board member for Ocean Health Initiative. However, his favorite role is that of grandfather to his seven grandchildren.
Eric joined the FBSA board in 2023 because he believed in the mission, is community minded and wanted to help.
Heidi Zaentz
Heidi Zaentz worked in the field of early childhood education her entire professional career. Her most recent position before retiring was as the executive director of Monmouth Day Care Center for over 22 years.
Over the years Heidi has volunteered for several organizations some of which include the Shore Chapter of the National Association for the Education of Young Children, her son's Hebrew school, the Monmouth County Mental Health Board and CASA of Monmouth County.
When Heidi retired she wanted to continue giving back to the community and she found FBSANJ. It was a match for her because of its mission. Heidi wished she had known about FBSANJ when her son was young. Now she is pleased to be a part of this organization so that she can help families know they are not alone as they navigate what they need for their child and themselves.
Lynn Seaward
Lynn M. Seaward is a senior healthcare and behavioral health executive with over 25 years of experience leading complex care systems across public and private sectors.
Currently serving as Executive Director at both Community Care Partners / Home Care Family and Blue Star Recovery/Mental Health, she specializes in operational leadership, regulatory compliance, quality improvement, and systems transformation.
Her prior roles include Director of Behavioral Health for Monmouth County Government, Assistant Director of Community-Based Programs at RWJBarnabas Health, and Director of Development, Community Services at FLACRA.
She holds a Bachelor of Science in Criminal Justice from Kaplan University and is certified in tobacco treatment, recovery, coaching, and multiple behavioral health interventions.
Lynn is actively involved in professional associations including the NJ Association of Counties, NJAMHAA, and NAADAC, and has received the Inventive Leader in Adult Prevention Services award from NJAMHA.
Lynn serves on the Family Based Services board to help strengthen programs that support children and families through her expertise in behavioral health and systems leadership. She brings experience in strategic planning, program development, and cross-sector collaboration to ensure services are accessible, effective, and sustainable. Her focus is on creating person-centered solutions that empower families to thrive.
